The Commission For Truth, Unity and Reconciliation: A Damp Squib for Human Rights Archives and Records
Abstract
The Bill on the Commission for Truth, Unity and Reconciliation (CTUR) in Sri Lanka was finally issued in the Gazette on January 1, 2024 after months of announcements by the government. However, recommendations sent to the president and key ministries regarding the management of records have not been addressed in the current draft. This includes the establishment of a nexus with the Sri Lanka National Archives (SLNA) for the transfer of records, processing the records of previous commissions of inquiry (CoIs), establishing a records management unit and acknowledging rights of access for affected persons.
